Every single time a sticker capsule or a weapon case is released, the majority of the submissions are by already established workshop contributors. Most of these guys do some great work but I don't think its always the best in the workshop. It seems that you need to know someone at valve in order to get something accepted which is speculated about Enfu. The designs are just reused and have almost no relativity to the game.
